A full name with date of birth and a last address usually resolves quickly; a common name with no date of birth takes longer because candidate identities must be separated and verified. Subjects in shared or short term accommodation, recent movers whose records have not caught up, and deliberate evaders sit at the slower end, sometimes needing enquiry work beyond the databases.
Finding a possible address is fast; confirming it is current is the craft.
